    Well, it's a boat-float floating on a waterway near a community that was probably affected by Katrina's flooding or damaged in some way by Katrina, so they have some claim to representing it to some cathartic effect. However, it's definitely not New Orleans, so there is a little bit of snarky, regional epicaricacy there. At the same time, there are no apparent racial or socio-economic overtones, which makes it more mischievous than malicious.

    I would say, on it's on merits, its smile worthy and defensible. Whether or not it's funny, though, is immediately apparent.

    It's not.
